RE: AG Report Fallout: NSA Boss flagged for receiving double salary

The attention of Director General of the National Sports Authority (NSA), Professor Peter Twumasi, has been drawn to publications in the media alleging that he is drawing double salary from the Controller and Accountant General’s Department (CAGD).

This erroneous report as captured in the 2021 Auditor General’s Report was first advocated by civil society group, Alliance for Social Equity and Public Accountability (ASEPA), in 2019 even before he got confirmed by Public Service Commission as the substantive Director General of NSA, and subsequently paving way for the Fair Wages and Salaries Commission, CAGD and Finance Ministry to process his documents for any earnings to be paid in 2020.

The content of the various publications which have dominated the airwaves and social media is not only inaccurate but false and the general public is advised to disregard.

In addition to the explanation given by KNUST Management about non-existence of such double salary claim in the report, and their confirmation that the sabbatical leave granted Professor Twumasi was legitimate, the Auditor General’s attention has accordingly been drawn to make the necessary corrections.

As widely known to the general public, Professor Peter Twumasi who was Head of Department of Biochemistry and Biotechnology at KNUST, was appointed as the Director General of National Sports Authority (NSA) by His Excellency President Nana Addo Dankwa Akufo-Addo, in December 2018.

Due to his uninterrupted and continuous service at KNUST for over 12 years (2007 to 2019), and per the University’s condition of service, Prof Twumasi qualified for and was granted a two-year sabbatical leave with his entitlement equivalent to his basic salary.

During sabbatical leave, the University pays only amounts equivalent to the lecturer’s basic salary. A person on sabbatical leave is at liberty to use his leave for further personal development, serve private or government institutions, travel, or just to stay home and rest.

In fact, the person has actually earned it, and it is part of his or her entitlements. It should be noted that all persons on sabbatical leave are legally bonded to mandatorily return to serve the university for a determined period of time at the end sabbatical leave.

It should, however, be noted that at his new work place as Director General, Professor Twumasi receives only a part of his full salary. Unfortunately, the restoration to full salary after the first two years of his sabbatical leave, has not been effected by CAGD till date.

This includes other unpaid entitlements associated with his appointment. The State thus owes him amounts yet to be paid.  

The public is therefore advised to be mindful of these facts, and desist from engaging in such reckless disinformation with intended purpose of damaging his hard earned reputation.
