OBJECTIVES & FUNCTIONS OF NATIONAL SPORTS AUTHORITY
Objects of NSA
The law (SMCD) under which NSA currently operates define the objects of the Authority as follows:
- To promote and encourage the organization and development of, and mass participation in, amateur and professional sports in Ghana;
- To co-ordinate and integrate all efforts to raise the standards of performance in amateur and professional sports throughout Ghana.
Functions of NSA
For the purpose of giving effect to its objects, the law (SMCD.54) specified
the function of the Authority as follows:
- Organise and assist financially or otherwise the participation of Ghanaian sportsmen and sportswomen in amateur and professional sports at District, Regional, National and International levels;
- Be responsible for taking insurance cover for all sportsmen, sportswomen and sports officials chose to represent Ghana in or outside Ghana I respect of such risks as appear to the National Authority to be reasonable and incidental to sports;
- Provide such financial and other assistance as the commissioner responsible for Sports in this Decree referred to as ‘the Commissioner” may consider reasonable to any team or person for the purpose of enabling that team or person to represent Ghana in international competitions in or outside Ghana;
- Encourage Ghanaians to participate in sporting activities in or outside Ghana;
- Provide sports instructors to any person, team or organization who or which in the opinion of the National Authority, reasonably needs such instructors;
- Provide and maintain sports centres and facilities for use by all sportsmen and sportswomen;
- Maintain all playing fields and stadia provided by the body known as the National Playing Fields Board or any Body approved by the commissioner;
- Promote the establishment of both amateur and professionals associations of sports at the Districts, Regional and National levels;
- Provide financial assistance to all such sporting associations as appear to the National Authority to be deserving of such assistance;
- Provide the Regional Sports Authority with such financial and other assistance as the National Authority may consider necessary to enable them to promote, encourage and develop sports effectively in their respective Regions;
- Undertake and encourage research into all matters relating to sports;
- Provide the Universities in Ghana, the Armed Forces, the Police Force, the Prison Service, Schools and Colleges financial and other assistance for the holding of special sports festivals; and
- Do all other acts as are reasonably incidental or conducive to the attainment of the objectives of the National Sports Authority.
The law under reference further stipulated, “The National Sports Authority shall, in all international relations affecting amateur or professional sports or both, have the sole right to make on behalf of the Regional Sports Authority and National Sports Associations, any necessary arrangement for competitions, technical assistance and recruitment. Such arrangements shall be concluded through the Ministry responsible for Sports and the appropriate Government agency”.
